Campus access control pulls against safeguarding. Prop the gate open and anyone can drive in among pupils and pedestrians; lock it down and staff spend the day on gate duty, buzzing in every parent and delivery van.
Scale adds a third problem. Boarding schools and universities spread across multiple entrances, staff car parks and residential sites, and every gate has to apply the same rules or safeguarding audits find the gaps.
